Fence Discussion

The Edmonton – Metcalfe Industrial Development Authority (IDA) held its regular monthly meeting on Monday, March 16th.

The following members were present: Chairperson Lisa Boswell, Terry Garrett, Matt Gallagher, Luke Wilson, Secretary/Treasurer Alley Bragg, Mayor Doug Smith, Judge/Executive Larry Wilson, and PJ Martin from The Herald-News.

Those absent were Donna Caffee and Jerry Garmon.

Chairperson Boswell opened the meeting and declared a quorum present.

The minutes from the regular February 23rd meeting were approved with no corrections after motions by Gallagher and Garrett.

Boswell turned the meeting over to Bragg for the financial report. “I have three things on the financial ledger. On February the 28th, we added the ESP interest of $1.46; we’re going to pay myself, Alley Bragg for bookkeeping $148 75, and we also received Pennington State Company’s payment for March today in the mail of $6,866.75, and that’s going to bring us, once it’s deposited, to $28,231.82.”

Chairperson Boswell asked for a motion to approve the financial report. The motion was made by Wilson, seconded by Garrett, and approved.

Next, Boswell stated, “Michael Anderson has the adjoining property to the south of the industrial park out here, and he is interested in a fence. And I did not get in contact with him. I’ve got his number and everything, but when you talk to him, he’s interested in putting a fence.”

Wilson looked up the property information and stated, “All he’s got is point 37 of an acre, but Charlotte Sparks has got 87 acres all around him and borders the entire property.”

It was suggested that he might be asking for his aunt.

After a short discussion, Boswell stated that she would call and talk to both of them to get more details.

In other business, Boswell explained, “Jerry (Garmon) couldn’t be here today, so he sent me an email. Lisa, my last conversation, comma agreement with James Wisdom, who’s apparently a spokesman for Gary Bell, concerning the line fence between the Industrial Park and Gary, only half or less of the present fence will be replaced. The old fence line, including wire, posts, junk trees, and bushes, will be pushed into a huge pile on the very back west side corner of the Industrial Park. Any good logs from the cleanup will be given to the Industrial Park. All expenses involved will be the responsibility of Gary Bell.”

Mayor Smith pointed out, “Any good logs from the cleanup will be given to the Industrial, but understand they got the ones in the fence row. We’re going to have wire, so that kind of ruins most logs.”

Boswell then asked, based on the email from Garmon, whether the board wants to agree or disagree with the fence options. After a bit of discussion, the motion to accept the agreement was made by Gallagher and seconded by Wilson, and approved.

There was no other business, and the motion to adjourn was made.

The next meeting is scheduled for Monday, April 20, 2026, at 2 p.m. at Edmonton City Hall.
