Meet the New Police Officer

The Edmonton City Council met in regular session on Monday, August 4th at the Edmonton City Hall. The only absence was Councilmember Cathy Nunn.

Prior to the regular meeting, a public hearing on the use of Municipal Road Aid and Local Government Economic Assistance (LGEA) Funds was held. No one was present and no correspondence was received with public comment, so the public hearing was adjourned.

The minutes from the June 26th special-called meeting were approved as written.

The first item on the agenda was the Kentucky Transportation Cabinet, County Priority Projects Program (KYTC CPPP) Fund Agreement for road work on River Road and Hill Street. The program allows the use of up to $86,000 for the work to be completed. The council approved the use of the funds.

  • River Road (CS 1065) from mile point 0.00 to mile point 0.775 or approximately 0.775 mile.
  • Hill Street (CS 1007) from mile point 0.00 to the end of city maintenance or approximately 0.133 mile.

Resolution #2024-25-01 KYTC CPPP Funds of $86,000 was approved, allowing the Mayor of the City of Edmonton, Doug Smith, to sign and authorize the agreement with the Transportation Cabinet.

Clerk Dawn Devore informed the council, “…you all just approved the discretionary money for River Road, Hill Street, that was approved through the state. So, I have now submitted for extra grant money from the state for Dunham, Frazier, Karen, High, Farmer, Roger, Fern, that whole section right there. I’ve included all those streets in this last event. And Harvey Hurt Road and Lake View Drive.”

Devore also asked about removing streets that are no longer used from the city maintenance list, referring to England Street, Majestic Spur, and Sherwood Spur. The process is being looked into by City Attorney Brian Pack.

 

Renovation Bid

Next on the agenda was the bid opening for City Hall renovation and only one bid was received.

Devore opened and read the bid, “It is from Scott Curley of Curley Construction Company of Glasgow.”

“Total of $110,650, and that’s to tear out existing service counters and adjacent walls. Build new walls, according to all the drawings, build new service counters, replace cabinets, and put in four new doors. Um, to

install electric from services, patch base and hallways, install bullet-resistant level three glass windows above the counter, paint and finish disturbed areas, and clean up debris. Work is expected to generally be able to be performed during normal business hours. Only includes floor covering and service area.”

“Well, as bad as that sounds, it actually comes in quite a bit under what we anticipated,” stated Mayor Smith, and several ‘yeahs’ were heard in agreement. Smith added, “We just need to make sure it’s conditioned on him having the standard CGL insurance.”

The motion was made to approve the bid and approve the mayor to sign the contract, a second was heard, and the council approved the bid.

 

Department Reports

Public Works Superintendent Moe Hensley reported, “For the month of July, we done two water taps, two gas taps, fixed 10 water leaks, and replaced four boxes… covered a water line on 533, that got exposed… about 95% finished with the fence that the wastewater treatment plant… waiting on the bids for the project at the wastewater treatment plant…” He also asked about a surplus item list he was compiling, and it was approved.

Before Edmonton Police Chief David Robertson presented his report, he introduced new police officer Zack Cook to the council. Cook and his family moved to Metcalfe from Mississippi.

Chief Robertson presented the July activity as 7 arrests, 11 non-injury accidents, 2 injury accident, 2 alcohol intoxication, 4 alarms, 4 animal complaints, 4 domestic disturbances, 1 DUI, 1 EPO, 3 incomplete 911 calls, opened 8 investigations, 5 motorist assists, 16 medical calls, 2 drug complaints, 76 traffic stops, served 4 warrants, 2 funeral escort, total complaints 65, wrote 13 citations, and patrolled 4,661 miles.

911 Department Director Jordan Crump presented the July call report: Edmonton FD-69, Edmonton PD-256, Emergency Management-5, KSP Columbia-18, Constable-2, Coroner-3, Sheriff’s Dept.-37, North Metcalfe FD-24, and Summer Shade VFD-38. It was noted that some responses called for the dispatch of multiple departments, but all the numbers were up from June.

ABC Administrator Fred Ray reported that everyone had paid the regulatory fees and all was good.

Parks and Recreation Manager Brian Garrett reported, … “Middle school softball started playing… replace some transformers, bulbs and poles catching on fire…And we also started rocking some of the drainage areas… we’ve got the main, big one filled up. “The Council approved construction of the dugout covers in the budget, and I just wanted to let you know that will begin tomorrow.”

Edmonton Fire Chief Jerry Clemmons presented the July report: 11 medical, 1 lift assist, 2 investigations, 1 alarm, and 1 hazardous for a total of 16 runs.

City Attorney Brian Pack asked to go into an executive session for litigation, and upon return to open session, it was stated that no action was taken.

With no other items on the agenda, the meeting was adjourned.
